SUMMARY
Mr. Carr brings over 17
years of military management experience and 15 years of management experience
in the commercial sector with Sierra Nevada Corporation. While in the
US Air Force, he started his career as an enlisted Titan II ICBM launch
crewmember, specializing in guidance systems. His jobs included
competitively selected training and evaluation positions. Following his
officer commissioning, Mr. Carr held key positions as a Minuteman III ICBM
Launch Crew Commander to include Senior Standardization Crew Commander commanding
45 personnel. Mr. Carr then moved into the Government acquisition
field. He held positions ranging from contract buyer to contracting
officer to Chief of Operational Contracting. In all of his contracting
assignment, Mr. Carr developed and fielded automation projects, saving
hundreds of hours and resources for the Government. Mr. Carr’s final
assignment included his direct involvement in the analysis, design, and
development of the Air Force Material Command’s Contract Management System.
Mr. Carr then moved to the commercial sector as a Program Manager/Director responsible
for millions of dollars working programs from competitive proposals through
execution.
PROFESSIONAL EXPERIENCE
Aug 2010 – Jan 2015.
Program Director, Sierra Nevada Corporation (SNC), Dayton, OH.
Mr. Carr was appointed the Gorgon Stare Inc, 2
Program Director. He is responsible for coordinating the content of
Program Management reports and documents (Configuration Management Plan,
Quality Plan, Risk Management Plan, and Integrated Master
Plan/Schedule). Mr. Carr serves as the Government Gorgon Stare Program
Manager's primary point of contact. He manages the resources and briefs
SNC Senior Management monthly on the status of the program.
Additionally, Mr. Carr serves as the SNC proposal lead for all Gorgon Stare
follow-on efforts. He led the initial proposal effort resulting in a sole
source award of $227M. Negotiations with the Government resulted in a
minimal 5% reduction from the proposed price. At the time this was the
largest program effort for SNC. The program required management of seven (7)
major subcontractors and three geographically separated SNC teams. Mr.
Carr successfully completed execution of the program on-cost, realizing full
profit for SNC.
Mr. Carr has completed the follow-on proposal for
$79M and oversees the execution which is being executed on time. He
also leads the proposal efforts for three Gorgon Stare spares
proposals. During this time Mr. Carr managed the RDT&E effort to
further the Gorgon Stare technology. His team successfully completed
and SRR, PDR & CDR leading to a follow on to this effort.

Program Manager, Sierra Nevada Corporation (SNC), Dayton, OH.
Mr. Carr was appointed the SSI Combat Sent
Reconnaissance (Recce) Program Manager. He was responsible for
coordinating the content of Program Management reports and documents
(Configuration Management Plan, Quality Plan, Risk Management Plan, and
Integrated Master Plan/Schedule). Mr. Carr serves as the Government
Combat Sent Program Manager's primary point of contact. He manages the
resources and briefs SSI management monthly on the status of the
program. Additionally, Mr. Carr serves as the SSI Cobra Ball Program
Manager. He maintains the Integrated Master Schedule and directly
supports the Government Cobra Ball Program Manager and Program Engineer.
Mr. Carr was appointed the SNC Proposal/Program
Manager for the Board Area Maritime (BAMS). He successfully negotiated
the competitive effort with less than 3% decrement from proposed price. He
was responsible for coordinating the content of Program Management reports
and documents (Configuration Management Plan, Quality Plan, Risk Management
Plan, and Integrated Master Plan/Schedule). Mr. Carr served as SNC’s
primary point of contact to the prime contractor. He managed the
resources and briefed SNC management monthly on the status of the
program. Mr. Carr completed all programs on or under target cost to
maximize SNC profit.
Utilizing his Government procurement background, Mr.
Carr served as the primary SNC Dayton proposal manager. He was responsible
for developing Work Breakdown Structures (WBS) Statements of Work SOW) and
Basis of Estimates (BOE). While at SNC the company has been awarded
proposals ranging from $20M to $227M that Mr. Carr led.
